The first thing you need to do is, of course, to unlock the Fontaine region. In Salacia Plain, you will find an Echoing Conch which is underwater and trapped, under the protection of a hydro barrier which requires you to solve a puzzle to unlock it. To head to the quest location, make your way to the southwest way point of Salacia Plain and head northeast. All of this takes place underwater, so you will need to swim your way through the depths.
