Black Screen Fix:
This happens in a lot of games, and the fix is actually universal and works on other games as well. When your screen goes black, just press and hold Alt+Enter buttons. This will trim down your fullscreen game into a windowed mode game. Now go into Just Cause’s video settings inside the game and set the resolution of the game to the resolution of your native monitor screen. Press Alt+ Enter again if you are still in window mode after changing the resolution. The game will open up on the full screen, and it won’t be stuck at a black screen anymore.
Low FPS, Lagging:

This is also easily fixable if you own an NVIDIA GTX 10 series GPU. Just Open NVIDIA control panel > select Manage 3d settings > select Program settings > Select Just Cause 4 > set Vertical Sync to Fast. This should definitely do the trick for you.
Random Crash:
First, install the latest graphics drivers onto your system. You can download it from your GPU manufacturers’ official website. Then try disabling 3rd party applications built into your system by your Manufacturer. ROG, Legion, MSI, and other gaming-centric brands like this integrate their own monitoring applications like the MSI Afterburn. You can just uninstall these monitoring applications completely. Then try running your JustCause4.exe file as an administrator. For this head over to the folder where the game is saved during the installation, right-click on the JustCause4.exe file and select run as administrator. You will have to this every time you open up the game.
If none of these three tricks work, then try disabling Steam Cloud Synchronization. For that, Open Steam library > Right-Click on Just Cause 4 > Select Properties > Click on updates> click on steam cloud uncheck.
